The Constitution of the AFFL
Article I
The Governing Body
The AFFL will be run and operated by Commissioner Lalazarian and Frank Samian Head of AFFL operations.
Section 1 During the season, the commissioner will be responsible to efficiently run the day-to-day operations of the AFFL and will be required to interpret the appropriate course of action based on the terms outlined in the AFFL Constitution and by Yahoo Sports.
Section 2 An Advisory Committee made up of managers from 3 teams will help the Commissioner during the season. This Committee will be in place to help offset any controversial decisions and or trades that might occur during the season.
The advisory committee is made up of Managers from teams Cobra Kai, Hangin' and Bangin', and Hartan. Sayyad, Andre and Vartan will be the managers that will make up this committee.
The advisory committee will be contacted by the commissioner for decisions and should the majority of the committee have an issue with a trade or commissioner decision, that decision/trade will be nullified.
The committee will NOT be asked for their vote on all matters, but will rather have the opportunity to request for a committee vote to the commissioner should they feel that a trade/decision is unfair. Upon their request, the commissioner will ask the opinion of other committee members and the process will evolve into a vote if needed.
If Managers wish to change the committee, they may elect new members and the subsequent removal of another member before the draft of any year. If no members are elected or wished to be removed, the current advisory committee will remain as such.
Section 3 The Commissioner retains the right to override yahoo sports settings should he feel the need to do so. For example, should a certain point system by yahoo not be agreed upon by the league and its committee, the commissioner can elect to adjust team points if he were to find the yahoo system in error of calculations. This decision would be made with the advisory committee and not by the commissioner alone.
At any time, Managers may request for the Commissioner to review certain aspects of decisions and even request for committee votes. Requests that are deemed “not in good faith” will not be considered.
Article II
League Members & Fees
Section 1 There will be 12 teams for each season, no more, no less.
Section 2 All interested members from the previous season have the right to retain their franchise as long as they have not been banned by the commissioner.
Banning a team will be instituted by the AFFL based on a majority vote by the league and will be upheld.
Banning a team will be issued as a result of franchise negligence, failure to pay league fees in a timely manner and/or for reasons currently beyond comprehension but for which, at said time, the AFFL deems banning appropriate through majority vote.
Banned teams may ask to be reinstated after a period of 2 seasons if there is still room in the league.
The Commissioner will determine if a team should be reinstated with a league vote.
Section 3 League fees will equal the decided upon entry fee for the league plus fees associated with league setup and activation if any.
League fees will be due at the day of the draft and be paid in full no later than the 1st week of the season.
Failure to pay league fees will result in the league benching all the teams players and locking the manager from making any moves until league dues are paid. Failure to pay league dues by week 2 without will result in immediate removal from the league
Co-managers are required to pay the $1 co-manager tax per manager.
An auctioneer "donation” fee will also be included of $10
The AFFL will deduct $100 from the total buy-in to fund the league website.
Article III
League Settings
Section 1 Each team will have 16 rosters spots (1QB, 2RB, 2WR, 1FLEX, 1TE, 1K, 1DEF, 7 Bench Spots)
Section 2 Each team will have 1 Injured Reserve Spot. Once a IR player has been declared active, the team has 7 days from the date the player loses his IR status to move him to the active roster. If a team fails to move a player by the 7th day, the league will force him to drop a player or face a deduction of points toward his weekly score in the next match-up.
Section 3 Scoring values will be decided by the AFFL prior to draft day and will be posted on the League Settings page. If no changes are made, the league will use the settings from the previous year.
Section 4 Divisions – The 12-team league will be divided into two 6 team divisions. (Mazoon and Dolma) Divisions will be drafted by managers who finished in the previous year’s final game. Each manager will select a manager they wish to have in their division, until all managers are selected.
Divisions will remain intact for 3 complete years. New divisions will be drafted beginning 2013 and every 3 years thereafter.
Section 5 Waivers will be claimed by a FAAB waiver system. Franchises may claim FA players at any time. However, once yahoo locks the player for that day, the commissioner will under no circumstance override that system and allow managers to pick up a player.
Managers have until kick-off of a player’s teams game to place that team’s player on their roster.
Once a waiver claim is placed for a player, the system will go through the FAAB rules to determine who gets the player.
If there are any errors in the FAAB waiver process, the league and advisory committee will decide what actions are best to fix the situation.
Should a manager improperly win a player through the FAAB bidding process, the player will be awarded to the second highest bidder. If no other manager bid on said player, the player will be dropped to the FA pool and be free to be selected for acquisition.
Article IV
The Draft
Section 1 The Auction draft order will be determined in reverse order from the previous year’s final finish. The 12th team will go first, 11th second, etc.
Section 2 The draft will be an auction draft, where each team will have a $200 budget to spend drafting players.
An auctioneer will be hired by the league to run the auction. The auctioneer will be responsible for calling out bids as they happen, keeping track of players that have been drafted, making sure managers do not exceed their budget, and keeping the draft moving forward. He will be compensated in food and drink.
Managers will nominate a player to be placed on the auction block. That player will be announced to the league and the auctioneer will begin the bidding at $1. Managers may feel free to bid any amount for that player and don’t have to “bid in order.” There will be 7 seconds allotted for managers to decide whether to raise the price.
Once the final bid has been placed, and no other manager challenges the bid, the auctioneer will say “going once, going twice, sold,” and announce the team that won the bid.
In the event of a tie, the auctioneer will determine who won the bid or got in his bid first. All decisions are final.
Managers must make sure that they do not go over budget, and must have at least $1 to fill out each position on their roster.
Managers who do not have $1 to fill out each position on their roster will be penalized at the discretion of the commissioner and advisory committee.
Section 3 The draft date will be determined by the AFFL office and must take place within two weeks of the opening NFL game.
Seciton 4 The AFFL draft will be done live, in person, on a date and a venue that would allow for the majority of the managers to attend. The previous year’s champion will select the venue of the draft.
Section 5 The last place team from the previous year will provide food at the draft for the league.
Managers who cannot make the draft in person will be required to follow the draft online and arrange to have their picks called in or submitted through online communication.
Article V
Trades
Section 1 Trades will be allowed up to the date of the trade deadline and will be subject to approval by the Commissioner and subsequent Advisory Committee.
Section 2 If a trade is overturned, the franchises involved may not submit the same trade again, but are encouraged to modify the trade to make it acceptable by the league.
Section 3 FAAB cannot be included in a trade.
Section 4 Trades that have conditions attached to them that have been agreed upon by all managers involved must be cleared by the Commissioner and the Advisory Committee. For example, managers who make a trade with a team they are match-up against during the current week may opt to not allow players traded to be used during their match-up.
Section 5 All players involved in trade must be exchanged at the same time. Managers cannot ask that teams roster players for a week to retain bench space.
Section 6 Players who have already played and are in starting lineups are ineligible to be traded the same week. However, if a player is on the bench and has played, they are eligible to be traded with the understanding that they will be locked on the new teams bench for that week.
Section 7 Once a player is acquired in a trade, he cannot be traded back to the team he was acquired from for a minimum of TWO games. This prevents players from being “rented.” He must be on the traded teams roster for a min. of two games. He may be eligible for a re-trade after that.
Section 8 Trades involving three teams or more will be handled specifically by the Commissioner. Managers of those teams must notify the league office to ensure that a multi-team trade will go through. All three team trades will be announced to the league via email and be handled manually.
Section 9 Any matters not addressed here will be reviewed and approved by the Commissioner and the Advisory Committee.
Article VI
Regular Season
Section 1 The season schedule will be generated automatically. The Commissioner will randomly select two teams that Franchises will play twice within their division. He will then manually adjust the schedule so that each team plays their two extra games against teams within their division. These will rotate every year, so that after a 3 year span, each team will have played everyone in their division twice. Division games will be the first two weeks and last two weeks of the regular season.
Section 2 Managers are required to have a complete roster at all times. This means that a kicker and defense must be on the roster at all times. Failure to do so will result in a penalty of 25 points and the inability to play that roster spot that week.
Section 3 All franchises are responsible to make sure their lineups are updated before kickoff of the first game of the week. No exceptions will be made.
Failure to set proper line-ups will result in a league warning. A second offense will bring a 25-point deduction from the teams league match-up and or a locking of said team from pick-ups. Multiple warnings will be grounds for league banishment.
Section 4 In the event of a computer failure prior to the start of a given week’s games, the owner must contact the commissioner prior to kickoff of the first game and inform of him of the situation and the subsequent lineup change(s).
If the commissioner receives the lineup change(s) by kickoff of that game, the change(s) will be made. The Commissioner will make note of the change(s) and notify the opposing teams manager of the situation.
Seciton 5 Managers are required to play all roster positions at all times. Failure to play a roster position will result in a 25-point penalty during that week’s matchup and a 50-point penalty against the team’s total points. Frequent actions of this kind will result in a team’s banishment.
The regular season will end after the completion of week 13.
Article VII
Playoffs & Payoffs
Section 1 The three-round playoffs will take place during weeks 14, 15, and 16
Seciton 2 The first-place team in each division will be ranked and seeded #1 and #2 respectively and receive a first-round bye.
Seeding is based on regular season records and the subsequent tiebreakers outlined by Yahoo Sports. First tiebreaker will be division record. Second, total points. Playoff seedings are not debatable.
The remaining four playoff teams will be filled by the four teams with the best records after the divisional champs. Ties will be decided by total points.
Section 3 Payouts are subject to change but are as follows.
Weekly Highs - 50 (13 weeks)
1st Place – 1800
2nd Place – 800
3rd Place – 250
AFFL Ring of “Shameful Greatness” for Consolation champ.
Biggest loser Fee- The team who loses by the biggest margin will pay the consolation champion $50.
Article VIII
Amendments
Section 1 All amendments proposed by league members must receive majority approval from the AFFL prior to the start of the season.
Section 2 All amendments proposed during the season will be reviewed at the end of the current season and not be made applicable to the current season.
Section 3 All amendments to the AFFL constitution will be named according to the league member who caused or identified the problem.
I. Ara Rule- During an auction draft, any manager who carelessly nominates a player to be bid on whom has already been drafted, shall be warned once. A second warning will not be given and the manager will be fined $2 for every time there after.
II. Sassoon Clause- During the weeks 11,12,&13, the league will force a player into the line-up of any manager who by intention or error plays an inactive player in a positional slot. The league will first confer with the manager and allow him to choose a remaining player. If there are players whose games just started and have not yet completed a game, those players can be substituted for the inactive player. Likewise, if there are players who have not yet played.
However, should all bench players have played for that position, or there not be any substitutes for that position, then the league will select the highest available player from the FA pool, and drop the lowest ranked player on the roster, or the player of the managers choosing.
